Let, the total number of people on the electoral roll = 100x
Total votes cast = 100x × 90% = 90x
Valid votes = 90x × 85%

⇒ 90x × 85% × 60% = 91800
⇒ 90x = (91800 × 100 × 10)/(85 × 6)
⇒ x = (180 × 100 × 10)/90
⇒ x = 2000
