National Institutional Ranking Framework (NIRF) - Formation, Ranking Parameters, 2023 Rankings & More

The National Institutional Ranking Framework (NIRF) was adopted to rate higher education institutions in India by the Ministry of Education, Government of India. On September 29, 2015, the Minister of Human Resource Development announced the approval of NIRF. NIRF ranking is released by the Ministry of Education, Government of India.

National Institutional Ranking Framework is one of the most important topics for the UPSC IAS Exam and covers a significant part of Mains General Studies Paper 2.

In this article, we shall study the National Institutional Ranking Framework 2022 and 2021 rankings and their major highlights.

What is National Institutional Ranking Framework (NIRF)?

The National Institutional Ranking Framework is the Indian government's initial effort to rank Higher Education Institutions (HEIs). The National Institutional Ranking Framework was launched on September 29, 2015. Initially voluntary participation in the NIRF became obligatory for all government-run educational institutions in 2018. In 2021, over twice as many institutions participated in the National Institutional Ranking Framework as did so in 2016.

Formation of NIRF

• In 2015, the MHRD set up a Core Committee to develop a framework for ranking universities and colleges in India.
• The Core Committee recommended a framework based on five broad parameters: 
  • Teaching, Learning and Resources (TLR), 
  • Research and Professional Practices (RP), 
  • Graduation Outcomes (GO), 
  • Outreach and Inclusivity (OI), and 
  • Perception (P).
• The MHRD approved the NIRF framework and launched it on September 29, 2015.
• The NIRF ranking is conducted annually, and the results are published on the NIRF website.

Ranking Parameters Used for National Institutional Ranking Framework 

The National Institutional Ranking Framework ranks educational institutions on five separate criteria, which are described below:

• Teaching, Learning & Resources – This parameter examines the fundamental operations of educational institutions.
• Research and Professional Practice – Excellence in teaching and learning is intimately related to the scholarship
• Graduation Outcomes – This parameter evaluates the success of basic instruction and learning
• Outreach & Exclusivity – Places a special focus on the representation of women
• Peer Perception – This parameter adds that the perception of an institution is also significant.
